IMO, both Lo-Fi plug-ins can be used for the purpose of achieving a good low pass effect, but those specifically seeking the "40 style" of sound. This will do exactly what buddy is doing in that video. The VST even a few buttons added in to filter out or preserve the artefacts that come from this kind of resampling.
